MIDDLEBOROUGH — Zoning Board of Appeals continues two special permit hearings to April 23. The board voted unanimously to extend the Brandon Barry Pavestone warehouse application at 18 Cowan Drive to allow design revisions responding to Department of Public Works comments. In the more contentious matter, the board continued Debbie Conroy's special permit for a commercial kennel license at 24 River Street after extensive questioning about staffing disclosure, facility conditions, animal welfare, and whether the dog breeding operation qualifies as a taxable business under town law.
Board members Joseph Mandile and Nancy Kefalis, who visited the site, pressed Conroy on discrepancies between her initial application claims and her current staffing of two paid helpers. Michael Venteroso recommended a Fire Department inspection in addition to the Animal Control Officer review.
